Consensus changes from July 13 telecon

Hello all,

Attached are detailed changes to the XCCDF schema and specification based on
consensus achieved at the July 13 teleconference. Questions, comments, and
corrections are welcome. A complete specification and schema incorporating
these changes should be available soon.

It has been less than 8 hours and I have my first errata for the write-up:

Under "Clean-up actions", "Removal of deprecated imports", "Schema", "Remove
unused fields from Benchmark": I erroneously changed the maxOccurs of
cpe2:platform-specification from "1" to "unbounded". In fact, doing so would
change the behavior of this field and contradicts the text in the
specification. The maxOccurs property of cpe2:platform-specification should
remain "1".

Sorry for the confusion.
